This is a high-level, hands-on Computer Network Engineer position. The person in this position is responsible for research, planning, design, implementation, integration, maintenance, and support of network and firewall infrastructure across multiple data centers and city locations. Participate in multiple network, firewall, Internet, remote access and Wi-Fi projects simultaneously including the initiation, planning, design, execution, monitoring, controlling and close-out phases. Provide technical leadership and guidance for the maintenance and support of the network and firewall infrastructure to ensure continuous performance, availability, reliability, integrity and security improvements. This position is responsible for broad IT initiatives in a critical uptime environment for City IT and public safety applications, VoIP Telephony and security. Essential Job Duties

  • Create and maintain Citywide IT Network systems.
  • Provides system design, architecture, and support for a Cisco and Dell environment that includes core route/switch, firewalls, security, and wireless.
  • Serves as subject matter expert in firewalls, traffic load balancing, remote access solutions, Wi-Fi and broadband technologies.

  • Responsible for planning and designing the Unified Communications infrastructure and enterprise voice solutions to include, troubleshooting, installing, implementing, and administering voice systems and providing Tier III support. Assesses voice systems performance to ensure that it meets present and future needs of the business and provides voice systems planning recommendations to management
  • Develops and tests business continuity plans for all critical network communication systems.
  • Designs technical solutions and coordinates system build activities for voice/data connectivity and configures related network routers, switches, voice gateways, thin clients, servers, and other equipment.
  • Analyzes network activity and network problems to discover and prevent systematic errors. Recommends network design changes/enhancements for improved systems availability and performance.
  • Run diagnostics and determine possible hardware problems and repairs. Follow established problem determination procedures in performing hardware problem analysis.
  • Works closely with management in developing procurement requirements and service contracts by providing technical support during contract bidding, negotiation, and award processes.

Minimum Qualifications

Associated tasks include: implementation of new systems, implementation of new application functionality, source or target DICOM, HL7 or FHIR system integration, documentation of system design and workflows.   • Security Management: Ensure compliance with USF NETID account processes and USF Health Professional Integrity Office policies. Develop and maintain security access roles and managed account request / security feature authorization processes. Coordinate vendor access per USF / infrastructure policies. Ensure acceptable compliance with USF server management / infrastructure policies (i.e. patching and OS versioning) to maintain security integrity; this will include testing, server-side application process restarts and troubleshooting issues related to the monthly maintenance cycle. Participate in / conduct security access audits as requested. Perform new account set-ups and reset user passwords.
  • Vendor & Licensing Management: Ensure all recommended product solutions integrate with existing and future IT strategies, Review and extrapolate vendor contacts to advise of practical advantages or limitations. Periodic auditing and management of licensing requirements to ensure proper access. Develop good and fair vendor relationships to ensure the department’s product application needs are understood and taken into consideration as appropriate.

POSITION QUALIFICATIONS:

Position Objectives:

The IT Service Desk Manager’s role is to oversee all IT Service Desk staff and ensure that end users are receiving the appropriate assistance. This includes the responsibility of managing all procedures related to identification, prioritization and resolution of incidents, including the monitoring, tracking and coordination of IT Service Desk functions and call center statistics/KPIs, as well as serving as the first point of escalation for performance issues within the Service Desk team and internal/external customer related issues.

The IT Service Desk Manager is also responsible for planning, designing, and analyzing the organization’s IT Service Desk according to best practices, while ensuring high levels of customer service quality and availability. This individual will develop, implement, and oversee policies and procedures to ensure consistent service levels and quick resolutions.
The IT Service Desk Manager is also responsible for staffing capacity planning, service process design, performance analysis, and developing proactive resolution plans. The IT Service Desk Manager will also contribute to escalated problem resolution by giving in-person, hands-on support to end users when necessary.
Finally, this role will need to ensure that IT asset inventories (including laptops/PCs and mobile devices) are maintained and records are kept up-to-date.

Essential Duties and Responsibilities:

Operational Management
  • Review incident tickets for content, proper routing, first call resolution, problem detection, and timely closure.
  • Manage the processing of incoming calls to the IT Service Desk call center via both telephone and e-mail to ensure courteous, timely and effective resolution of internal and external end-user issues.
  • Develop and enforce request handling and escalation policies and procedures.
  • Track and analyze ticket trends (i.e. incidents and change requests) and generate statistical reports.
  • Assess need for any system reconfigurations (minor or significant) based on request trends and make recommendations.
  • Identify, recommend, develop and implement end-user training programs to increase computer literacy and self-sufficiency.
  • Oversee development and communication of help sheets, usage guides and FAQs for end-users.
  • Attend training seminars to broaden knowledge of current and future IT Service Desk issues and technologies.
  • Oversee the development, implementation and administration of IT Service Desk staff training procedures and policies.
  • Train, coach and mentor IT Service Desk Technicians.
  • Manage the overall desk activities and staff.

  • Monitor incident trends and anticipate potential problems for proactive resolution.
  • Coordinate with Information Security to ensure that all assets have proper security controls installed and remediate vulnerabilities as necessary.
  • Generate monthly RingCentral call statistics reports for management.
  • Review (RMM) Endpoint Statistics and Workstation Alerts and generate internal tickets

Strategy & Planning
  • Develop and communicate Service Level Agreements (SLAs) to establish problem resolution expectations and timeframes.
  • Develop policies and procedures that outline how problems are identified, documented, assigned and corrected.
  • Ensure all operational processes are clearly documented and maintained.
  • Analyze performance of IT Service Desk activities and documented resolutions, identify problem areas, and devise and deliver solutions to enhance quality of service and to prevent future problems.
  • Plan and conduct performance appraisals of IT Service Desk staff, administer disciplinary action, raises, bonuses and promotions when necessary.
Acquisition & Deployment
  • Maintain Harvard’s Configuration management Database (CMDB) ensuring that all assets are account for.
  • Conduct research on emerging products, services, protocols and standards in support of IT Service Desk technology procurement and development efforts.
  • Liaise with vendors for the procurement of new systems technologies; oversee installation and resolve adaptation issues.
  • Ensure appropriate training initiatives for new and existing staff.
  • Collaborate with the Purchasing Department for deployment tasks and end-user service delivery.
Supervisory Responsibilities
  • Supervise a team of Service Desk Technicians (SDT)
  • Develop job scheduling plans on a weekly basis

Knowledge and Skill Requirements:

Formal Education
  • Bachelor’s degree in Computer Science, Computer or Industrial Engineering, Information Systems or related technical field or equivalent technical or trade business professional work experience required.
  • Minimum 4 years of experience in Information Technology (previous Service Desk supervision experience preferred). Must understand user technology environments and call center technology.
Certifications
